The problem is the guy/guys who DON'T hold to it. ANd there's plenty of those. It seems like since that treaty, there's been an awful lot of genocide in places like Africa and the middle east. Has anyone thought to tell those folks that the Geneva Convention set down some rules for that sort of thing?
And there will ALWAYS be guys who will piss on treaties like that. And so- there will always be conflicts, and clashes of civilizations if you will.

Sure, that's a terrible failing of the people who don't seek to uphold it.
But there's a massive difference between denigrating the values espoused in the Geneva Convention, and recognising that people do flout it.
It's analogous to laws against domestic laws against rape and sexual assault. Of course there are always going to be rapists, but it doesn't mean the laws aren't a good thing.
